Sustained DOS attack, why me?

I seem to be the target of a sustained DOS attack; possibly for some time now.
Like most SOHO users I have ADSL with a dynamic IP address, so I suspect the real target was a previous user of this address.

In any network of computers, it is important to have in place a comprehensive policy on what is, and what is not, allowed to occur.
It is equally important that all users know and understand the policy; are trained on how to abide by it; and are aware of the consequences if they fail to abide by it. The IT department (internal or outsourced) must know its responsibilities for policy enforcement.
